Cyprus Golden Knowledge Program

The golden knowledge program in Cyprus is the framework of relaxed citizenship rules under the 2023 amendments to the Civil Registry Law of 141(I)/ 2002. The new rules apply to foreign, highly skilled personnel working in research and innovation.

It is possible to receive Cyprus citizenship under these conditions

  • Five (5) years of lawful residence out of the preceding 10 in the Republic and certificate of knowledge of the Greek language, level A2

OR

    • Four (4) years of lawful residence out of the preceding 10 in the Republic and certificate of knowledge of the Greek language, level B1,

AND

  • Financial self-sufficiency
  • Adequate accommodation
  • Good character
  • Clean criminal record
  • Knowledge of the current social and political circumstances of the Republic.

The applicant must show continuous residence in the Republic for 12 months preceding the application. Absences of up to 90 days are allowed.

Family members may also apply for citizenship, provided they fulfil the residence requirements. Family members means spouse or civil partner and dependent adult children with disability.

Level A2 is elementary knowledge of Greek; Level B1 is intermediate.

Timeline

The Golden Knowledge programme is streamlined. The procedure takes eight months.

Aims of the programme

This program has been pointedly distinguished from the so-called “golden passport programme”, which no longer runs.

The Golden Knowledge programme aims to promote and attract talented and knowledgeable individuals.

Research and tech companies contribute EUR 3,2 billion annually to the Cyprus economy. Locals fill 70% of the work positions. The Cyprus government naturally wishes to invest in the sector and promote activity and growth.

Discussion of the amending legislation

During the discussion of the amending legislation, a proposal to cap the number of available citizenships at 4,000 was rejected.

Other rules under Law 149(I)/ 2023

The amending legislation contains provisions for applicants other than highly skilled employees. The requirements for general applications are the same except for the years of residence. 

Other than highly skilled personnel, applicants must show lawful residence in the Republic for seven (7) years out of ten (10).
